A Project Permit Application has been filed with the City of Lakewood Community Development Department. Following is a description of the application, which may be reviewed at the City of Lakewood Community Development Department, 6000 Main Street S.W., Lakewood, WA 98499.

Application Name: Clover Park School District Harrison Prep & Elementary School, and Minor Master Plan Update for Clover Park Technical College

Project Description: The proposal includes the construction of a new 173,000 square foot educational facility that will consist of an elementary school for kindergarten through fifth grade students, and a separate secondary high-performance school program (Harrison Preparatory School) for grades six through 12. The facility will replace the existing Southgate and Oakwood elementary schools. In addition to the two-story educational facility, the development will include associated parking, landscaping, and playground areas. Additional bus parking stalls are proposed in the bus parking facility to the south.

An exchange of properties is proposed between Clover Park Technical College (CPTC) and Clover Park School District in order to accommodate the proposed location of the building site, which is currently owned by CPTC. The property exchange is not noted in CPTC’s 2004 Master Plan Amendment, which is due for an update. CPTC is requesting an update to its Master Plan with this Conditional Use Permit to facilitate approval of the school district proposal.

Optional Sepa Dns Process: An Environmental Review is required of the proposal. Pursuant to WAC 197-11-355 the City is electing to use the optional DNS process with this notice. The SEPA threshold determination for this proposal, which will be issued after the 15-day comment period noted below, is expected to be a Determination of Nonsignificance (DNS). The proposal will include mitigation measures under applicable codes, and the project review process may incorporate mitigation measures regardless of whether an EIS is prepared. The comment period below may be the only opportunity to comment on the environmental impacts of this proposal. A copy of the threshold determination may be obtained upon request after it has been issued.

The SEPA determination may be appealed to the City of Lakewood Hearing Examiner. A written notice of appeal identifying the grounds for appeal must be filed within 14 days of the date the SEPA determination becomes final. If you intend to appeal the SEPA determination, you should be prepared to make specific factual objections to the determination. Contact the Community Development Department to read or ask about the procedures for SEPA appeals. The filing fee for an appeal of a Determination is $450.00, plus any consultants’ fees.

Public Comment Period: April 5 – 19, 2012

All persons may comment on this application and testify at the public hearing. Written comments must be received in the Community Development Department by 5 P.M. on April 19, 2012, at 6000 Main Street SW, Lakewood, WA. 98499. Any person wishing to receive a copy of the public hearing notice and/or a copy of the decisions should include this in their comments. A party of record with standing may appeal the Hearing Examiner’s decision by filing a land use petition in Pierce County Superior Court within 21 days of issuance of the notice of decision.

Tentative Hearing: A public hearing before the Hearing Examiner is tentatively scheduled for May 30, 2012. The hearing will be held in the Lakewood City Hall Council Chambers. Notice of the public hearing will be mailed, posted on the site and published not less than 15 days prior to the public hearing date.

Environmental Documents Submitted With Applications: Traffic Impact Analysis, Preliminary Stormwater Technical Report, and Geotechnical Engineering Report

Statement of Consistency: This project is subject to and shall be consistent with the Lakewood Municipal Code, Uniform Building Code and Uniform Fire Code.
