Every five years, the U. S. Department of Housing and Urban Development (HUD) requires Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) participating jurisdictions to submit a Five Year (2010-2015) Consolidated Plan identifying housing and community development needs and strategies for meeting the needs of low and moderate-income individuals. In addition, an Annual Action Plan must also be submitted describing the proposed use of CDBG and HOME funds for the current fiscal program year (July 1, 2010 - June 30, 2011).
The Five Year Consolidated and the 2010 Annual Action Plans were built upon a broad citizen participation process in consultation with public and private agencies. Through this process, policies and priorities were developed for addressing economic development, removal of blight, revitalizing neighborhoods, eliminating threats to public health and safety, and conserving and expanding affordable housing.
Pursuant to the Citizens Participation Plan for the CDBG and HOME programs citizens must be provided a 30-day period (April 1, 2010 - April 30, 2010) to review and comment on the Plans. A public hearing will be held by the City Council on April 19, 2010 in the Council Chambers to receive public testimony and written comments on the Plans.
Plans are available for public review at the Tillicum and Lakewood libraries, Tacoma Public Library and Lakewood and Tacoma City Halls. Limited copies will be made available upon request.
